I think I say this often, but: I still think that a lot of Giles' story was left deliberately open in the hopes of exploring it more in the "Ripper" spin-off that was supposed to happen, and never did. (Sigh.) Still as you say, we do get the very juicy story of his relationship with Buffy (and the other Scoobies as well, to an extent) going forward.
