Hmm, I think this might fit in with Willow's envy of Buffy's status. Just like how when Buffy later confides in Willow about deciding it was time to sleep with Angel and Willow's all "Whoa, whoa." I think for Willow, the admiration is more about wanting to be like Buffy, the one in the dress that everyone wants a piece of. I don't think Willow wants to devour Buffy the way the Master and Angel do, but more wants to be Buffy, be the one wearing the pretty dress.
